Many years ago, when Merlin still lived and ruled over Arelia, he created the following Ordinances to govern the entire island and all its peoples.
Thou shalt uphold righteousness.
Thou shalt be truthful.
Thou shalt love one another.
Thou shalt use thine magic for good.
Thou shalt believe.
Thou shalt be of good courage.
Thou shalt never lose faith.
Thou shalt be of assistance.
Thou shalt be courteous.
Thou shalt not stray from these laws.
The Government of Arelia
The Executive
The Law-makers
Each realm will be ruled by the royal family appointed.
The king of the realm makes the laws, but they will not be passed if the majority of the Hawe do not agree.
The Hawe are the groups that decide on what to do with criminals (a lot like court). There is a group in every large city.
Each group of Hawe will consist of twenty attendants.
Every five years the Hawe and the Kings will get together to talk about laws. (In case of an emergency, a congregation point will be quickly decided upon and all members will meet there.)
The Supreme Ruler
There will be a Supreme Ruler who will rule over all other Kings and his own realm.
And he shall live in the realm of Magic. (The home changed eight years ago when King Feelos appointed King Poseidon to Supreme Ruler and it was moved to the Realm of Water.)
He will appoint all members of the Hawe.
All laws passed through the Hawe will pass through the Supreme Ruler's hands.
If he signs it, it becomes the law.
No law will be enforced unless he sees it.
Only the current Supreme Ruler can hand the job over to another family, otherwise, the eldest capable child earns the job.
The Defensive
The Hawe
The Hawe rule over the courts and The Defensive (which, obviously enough, defends Arelia.)
All orders for the Arunya (the military) come from the Hawe.
If orders are not followed, the straggler will be court-martialled.
The Hawe also appoints the chief personell of the Arunya.
All Arunya officials are bound under the Ordinances of Arelia.
The Arunya
The Arunya consists of four ranks:
Gemira (general)
Yuiv (liuetenant)
Chaftraem (captain)
Chathtrue (soldier)
All of the Arunya are warned to follow orders or face the consequences.
Chathtrue are unable to stray from their superiors.
The Chaftraem are to lead their group of Chathtrue according to orders, as are Gemira and Yuiv.
Concerning Spies
All spies are considered unauthorized and are court-martialled unless it can be proven that they were appointed by one of the Hawe or one of the Kings.
Spies appointed by the aforesaid people must be skilled in the degree of epionage.
